Tohoku District - off the Pacific Ocean Earthquake
Massive earthquakes hit northeast Japan on Friday, March 11 2011. In response
to a severe power shortage, Tokyo Electric Power Co. has been implementing
rolling blackout. Please look at the following links for the regional blocks
