All foreign nationals staying in Japan can take part in activities freely
and safely within the limitations of their status of residence and period
of stay determined at the time of their entry into Japan. To change your
status of residence or extend your period of stay, you must receive permission
from the immigration office.
All foreign nationals who plan to stay in Japan for 90 days or longer must
complete foreign resident registration procedures. Registrants will be
issued a Foreign Resident Registration Card. This will serve as an official
ID card for receiving various public services. The system also helps ensure
your safety and security while living in Japan. All foreign nationals who
are 16 or older are required to carry their Foreign Resident Registration
Cards with them at all times. To register, go to the Civic Affairs Division
of the City Office bringing your passport and two ID photos (4.5 cm×3.5
cm, taken within the past six months; shot from the front with head uncovered
and no background objects).
If there is any change in the information registered, you must file a notice
of the change with the City Office within 14 days.

When you move to or move within the city, you must report your change of
address to Civic Affairs Division within 14 days before you move. Please
bring your foreign resident registration card, a certificate of change
of address issued by the municipal office of your previous city of residence
and a National Health Insurance card if you are a policy holder.

As with the notification required for moving to or moving within Kamagaya City, you must also notify the city hall of your change of address before moving out of Kamagaya City. To file notification, please bring your foreign resident registration card to Civic Affairs Division and National Health Insurance card if you are a policy holder.

| Maternity and Birth (shussei todoke) |
Please notify the Health Management Division (Kenko Kanri Ka) when you
find that you are expecting a child. The expectant mother will be issued
a mother/child health handbook (boshi kenko techo) for recording the progress
of her pregnancy and the health of her child through the early years of
childcare.
You must also file a notice of birth (shussei todoke) with the City Office
or the embassy of your home country within 14 days of the birth of your
child. You will need a birth certificate prepared by the attending physician
and the mother/child health handbook to file a notice of birth. Please
also complete Foreign registration procedures for your child within 60
days of birth if both you and your spouse are foreign nationals.
To have your marriage registered, you must present your Foreign Registration Card, passport and a letter or guarantee (with Japanese translation) written by the embassy of your home country indicating that there is no legal obstacle to the marriage. If your spouse is also a foreign national, a similar letter or guarantee written by the embassy of his/her home country is required, together with his/her Foreign Registration card and passport. If your spouse is a Japanese citizen, your marriage can also be registered at the place of his/her legal domicile (honsekichi). For further details, contact the City Office Civic Affairs Division.
If you divorce a Japanese national, you may file the form at the local
municipal office of either the Japanese spouse’s legal domicile or the
current address. In the case of a divorce between two foreign residents,
please consult with the Civic Affairs Division and the embassy or consulate
of your home country as well, as the required documents and procedures
differ by country.
A notice of death (shibo todoke) must be filed with the City Office and
the embassy of the home country of the deceased within seven days of death.
A death certificate issued by the attending physician must also be submitted
with the notice. Please note that burial without cremation is illegal in
Japan. If you wish for a burial outside Japan, consult the embassy of the
appropriate country.
| Seal Registration (inkan toroku) |
To obtain a seal registration certificate (inkan toroku shomeisho), you
must have a personal seal registered with the City Office. You can register
your seal if you are aged 15 or over, live in Kamagaya and have completed
the relevant foreign registration procedures. To register, go to Civic
Affairs Division bringing your seal (diameter: 8 mm - less than 25 mm)
and an ID document (passport or Foreign Registration Card) to the City
Office. You will be issued a Seal Registration Card, which you need to
request the issuance of a seal registration certificate. You will be charged
200 yen for each certificate issued.
| Dog registration and Rabies Inoculations |
Pet dogs that are 91 days or older must be registered at the city hall
and inoculated against rabies once a year. Group inoculations are conducted
every April. Notification must be filed when the pet dies, or if there
is a change in owner of the pet, or in the address. For more information,
