You can drink the tap water in Japan. When you move into your living accommodation, notify Chiba Prefectural Waterworks Bureau to have them open the water valve. You can pay your water bill by automatically transferring funds from your savings account or post office or via invoice. When you move out, you must inform the Chiba Prefectural Waterworks Bureau and settle your outstanding charges with them.
