Earthquake

An earthquake occurs frequently in Japan. Make sure your family has a plan in case of an emergency. Here are tips for emergency preparedness to help you and your family become better prepared for an emergency.

Emergency Preparedness Checklist

(1) Check a designated emergency evacuation site in your district. It is a good idea for family members to walk to the site and determine the best evacuation routes.You never know where you'll be when an earthquake strikes. Decide beforehand how and where your family can reunite if separated during a disaster.
(2) Keep enough drinking water ready to last your family (3 liters of bottled water per person a day) for at least 3 days.
(3) Put the emergency items in an emergency bag or backpack and explain to your family members where they can find these items.

・Cash (including some 10 yen coins for public telephone)
・Health insurance card and identification cards (Driver’s license, etc.)
・Savings bankbook and your seal
・Title deed

・Non-perishable food
・Bottled water
・Plastic cutlery, paper plates and cups
・Can and Bottle opener

・Flashlights with extra batteries
・A portable radio with extra batteries
First-aid medical supplies
・First aid kit (band aid, ointment, bandages, pain killers, eye lotion, disinfectant, etc.) and regular medicine
Daily commodities
・Lighters, Wooden matches and Candles
・Permanent pens and paper
・Underwear, outdoor clothing, socks
・Rainwear
・Work gloves and protective headwear
・Personal hygiene items (towels, tissue paper, wet tissues, toothbrush, toothpaste, bar soap)
・Any special-needs items for children, seniors or people with disabilities (such as glasses, baby food, disposable diapers, etc.)
(4) Secure furniture against the wall to prevent them from toppling.
(5) Cover windows with shatter-resistant films.
(6) Make an emergency contact list and make a copy for each member of your family to carry with them.

When an earthquake strikes

(1) Get under a sturdy table or desk and ensure your safety.
(2) Turn off all source of fire in the house.
(3) Open windows and doorways to secure escape routes.
(4) Listen to your local radio or TV stations for updated information.
(5) Don’t hurry outside. Stay there until tremor stops.
(6) Stay together with your family members and neighbors if possible and make your way to an open space and then to the nearest evacuation site with your emergency bag.
(7) If you are driving, move the car to the left side of the road and stop. Avoid parking near gasoline stations or on or under bridges or overpasses.
(8) If you are in a crowded public space, move out to a safe open space and stay clear of falling objects such as window glass, signboards and utility poles.

Typhoon

Typhoons frequently occur in Japan between the month of June and October. It is important to know how to prepare for an approaching typhoon.
First step is to make sure you have enough food and water to last everyone in your family for at least three days and prepare for emergency items, as you may not have electricity, gas, clean water, or phone service during a typhoon.
Check out short-term and long-term weather forecasts on radio, TV or the internet for your area. Inspect your house surroundings and secure outdoor objects that could blow away, or bring them indoors.
If evacuation instructions are issued and your family has small children, elderly people or persons with disability, consider early evacuation.
Watch out for typhoon hazards such as downed power lines, weakened tree limbs and wind-borne debris.


Prepare for floods

Keep your house surroundings clean and well kept
Neglecting gutters and downspouts can result in overflowing. Keep your house surroundings clean to prevent it from occurring.

Prepare for sandbags and flood barriers
Rain water collects in the low land and the basements. Prepare sandbags and flood barriers in advance to prevent or reduce flood damage. Sandbags are available at Kamagaya City Hall.

Be alert for flash floods if you are in the basement or underground facilities
Severe weather often goes unnoticed if you are in the basement or underground facilities. During prolonged or heavy rains, listen to local radio or TV stations for updated storm information and be careful not to get trapped in the basement.

Watch out for manholes
Take care when walking through flood waters on the street, as manhole covers may have come off and there may be other hazards you cannot see. If you see a missing, broken, sunken, raised or rocking manhole cover, please report it to the city hall.

Do not open manhole covers
In the case of street flooding, do not attempt to open or remove manhole covers to drain off rain water - that is very dangerous.

The rest of the people are advised to get ready to evacuate: letting your contacts know where you are going, preparing for a getaway bag, gathering updated information from radio/TV and the City’s emergency broadcast, etc.
Hinan Kankoku
(Evacuation Alert)
XXX chiku ni taishite hinan kankoku wo dashimashita. Tadachini hinan basho e hinan wo shite kudasai. Nao, shinsui ni yori XX wa tsuukou dekimasen. Dekirudake, kinjo no kata to kyoryoku shiai hinan shite kudasai.

(Evacuation alert was issued for XX area. You should evacuate to the appointed shelter as soon as you can. XX street is closed due to flooding. Check on your neighbors and evacuate together.)
Evacuate to the appointed shelter in pairs or groups.
You should always walk when you evacuate. Never use cars.
Hinan Shiji
(Evacuation Order)
XX chiku ni taishite hinan shiji wo dashimashita. Tadachini hinan wo kanryo shite kudasai. Jubun na jikan ga nai kata wa, chikaku no anzen na tatemono ni hinan shite kudasai. Nao, shinsui ni yori XX wa tsuukou dekimasen.

(Evacuation order was issued for XX area. Evacuations will need to be finished immediately. If you don’t have enough time to escape, evacuate to a safe building nearby. XX street is closed due to flooding.)
Evacuate to the appointed shelter immediately.
Note: Depending on the weather conditions, evacuation is not always the first protective actions.
Retreating to an upper story of a sturdy building can be safer in some circumstances than evacuating to the appointed shelter.



Evacuation Hints
Know your evacuation routes
Make family evacuation plans from your house to the evacuation site in advance. Actually walk the route to check for safety.

Be attentive to emergency broadcast
Residents will be advised of the possibility of evacuation through community loudspeakers and emergency vehicles. Please evacuate promptly when instructed.

Things to do before evacuating
Turn off the electricity and gas. Check the evacuation site before evacuating and let your out-of-area contacts know where you are going.

Prepare for emergency go bag
Prepare for an emergency supply bag in advance with the most important items.

Help the elderly evacuate
The elderly, children and disabled people may require help from others during an evacuation. Help your neighbor in need.

Evacuate promptly
Evacuation instructions will be issued when danger is imminent. Please evacuate promptly when you are advised to do so and follow the instructions of the city, police or fire officials.

Gather accurate information and evacuate voluntarily
Keep your TV or radio tuned to weather reports and be alert to the changes in the weather and river level. Evacuate voluntarily if you feel you are in danger.

Wear clothes and shoes appropriate to condition and evacuate in pair or more
When you are evacuating, wear clothes that are comfortable and appropriate to the season and go in pairs or groups as much as possible.

Evacuate to higher ground on foot
If you must walk through a flooded area, use a pole or stick to ensure you are on firm ground. Be careful of landslides if you are near a cliff.
