National Health Insurance Plan (Kokumin Kenko Hoken)

People who live in Japan are required to enroll either in the Employee’s Health Insurance Plan (Hiyosha Hoken) at their place of employment or the National Health Insurance Plan (Kokumin Kenko Hoken). Under the National Health Insurance Plan, medical expenses are covered by the insurance premium paid by the individual, the state and each prefectural government.

Requirement:

Registered foreign nationals who are qualified to reside in Japan for one year or more and do not belong to any other health insurance plans are required to subscribe the National Health Insurance at the time of moving into the city or withdrawing from the health insurance plan of their place of employment.

Insurance Premium:
Upon subscribing the National Health Insurance, each household (or family) is issued with a health insurance certificate. The head of a family is responsible for the payment of insurance premiums.

Payment:
1. Bring your health insurance certificate with you when seeing a doctor. The insurance covers 70 percent of the medical cost and you are required to pay for the remaining 30 percent.
2. The insurance also covers part of expenses including delivery and death.
3. When monthly medical costs exceed a specified amount, the exceeded amount will be reimbursed.
- Treatments are covered by the insurance in cases where a traffic accident or injury was incurred by a third party.
- A new health card is reissued if it is lost or damaged.
- You must notify the city office when you move out of the city, leave Japan or enroll in another health insurance.

Note:
There are certain treatments that are not covered by the National Health Insurance. Contact Health Insurance and Annuity Division (Hoken Nenkin-ka) for more information.
